AIQ vs State Quota: Which Admission Route Should You Target?

Government MBBS seats are split 15/85 between the All India Quota and each state's state quota. Understanding the difference — and which route you qualify for — can be the deciding factor in your 2026 admission.

What Is the All India Quota?

The All India Quota (AIQ) reserves 15% of MBBS, BDS and BAMS seats at every state government medical college, plus 100% of seats at centrally funded institutions such as AIIMS campuses and JIPMER. These seats are filled through counselling run by the Medical Counselling Committee (MCC) and allotted purely on NEET-UG 2026 rank — no state domicile requirement applies.

NEET-UG 2026 schedule was disrupted

The original NEET-UG 2026 exam (3 May 2026) was cancelled by NTA after a paper-leak controversy, and a re-exam was held on 21 June 2026. As of this writing, results are expected only around 20 July 2026, which has pushed MCC counselling well past its usual early-July start — Round 1 is now expected to open around August 2026. Do not plan around the original schedule; check mcc.nic.in for the confirmed dates.

What Is the State Quota?

The remaining 85% of seats at state government colleges are managed through state quota counselling conducted by each state's Directorate of Medical Education (DME). Most NE states restrict state quota eligibility to bonafide residents who hold a valid domicile certificate from that state. State DME counselling in NE India typically opens a few weeks after MCC Round 1 results are published — the exact gap varies by state and year, so check your state DME portal for the current schedule rather than assuming a fixed number of weeks.

Who Qualifies for State Quota in NE States?

Each NE state sets its own domicile criteria. Common requirements include:

  • A domicile or permanent resident certificate issued by a competent authority of that state

  • Typically 5–10 years of continuous residence in the state, or birth in the state

  • Study in a recognised school in the state for Classes 9–12 or 11–12 (varies by state)

  • In Arunachal Pradesh and Mizoram virtually all state-quota seats are reserved for indigenous scheduled tribe candidates — non-ST domicile holders have very limited access

Which Route Is More Competitive?

AIQ is significantly more competitive because approximately 22.8 lakh candidates registered for NEET-UG 2026 (after the original May exam was cancelled and re-conducted) compete for 15% of seats nationally. AIQ cut-offs at Assam government colleges in 2025 saw general category ranks inside 60,000. State quota cut-offs for the same colleges were far more relaxed, with Assam domicile holders securing seats at GMCH with ranks beyond 1,50,000 in the general category.

NE Advantage

NE state quota pools are small by national standards. A score around 400–450 in NEET-UG 2026 may not get you an AIQ seat anywhere in India, but could comfortably secure a state-quota seat in Tripura or Arunachal Pradesh if you hold a valid domicile certificate.

Strategy for 2026 Aspirants

  • Register for MCC counselling regardless of your score — AIQ seats across India give you more options

  • If you hold a valid NE state domicile certificate, always register for your state DME counselling simultaneously

  • Students from Nagaland or Sikkim (no state medical college) must rely on AIQ and neighbouring state options

  • Do not skip MCC registration waiting for state counselling — both run in parallel

  • Check your state DME's 2026 notification carefully — domicile document requirements and upload deadlines vary
