How State Quota works
State Quota counselling allots the majority of government medical seats in each state to domicile students. For MBBS and BDS, this is 85% of seats in government colleges within the state. For BAMS (through AYUSH state counselling), the state quota covers most AYUSH college government seats. For MD/MS, 50% of government medical college seats are reserved for state PG quota.
Each NE state has its own Directorate of Medical Education (DME) that conducts state quota counselling. The process, schedule, eligibility criteria and document requirements vary by state — Assam DME, Meghalaya DMER, Manipur DME, and others each run independent processes. However, all use NEET UG or NEET PG scores as the basis for merit.
Eligibility
Domicile of the respective NE state — typically established through permanent residency (a specified number of years), employment of parents in state government, or birth in the state, depending on the state's domicile policy.
Valid NEET UG (for MBBS/BDS/BAMS) or NEET PG (for MD/MS) score meeting the minimum qualifying percentile for your category.
Category certificates (SC/ST/OBC/EWS) must be issued by the competent authority in the home state. For state quota counselling, state-issued OBC certificates are valid.
Step-by-step process
Typical timeline: State quota counselling typically begins 1–2 weeks after MCC AIQ Round 1 allotment, running in parallel with AIQ Round 2. NE state DME counselling schedules are published on respective state DME portals after NEET results. Exact dates vary by state and year — always verify on the specific state DME portal.
Check Domicile Eligibility
Before registering, confirm that you meet your state's domicile criteria. Each NE state defines domicile differently. Assam, for example, requires permanent residence proof. Start preparing your domicile certificate early — it typically requires an application to the Revenue Circle Officer or DC office and can take 2–4 weeks to process.
State DME Registration
Register on the state DME portal during the registration window. Each state opens registration after NEET results are declared and after MCC announces the AIQ schedule. NE state DME portals: Assam DME (dme.assam.gov.in), Meghalaya DMER, Manipur DME, Mizoram DMER and others. Pay the state registration fee (varies by state, typically ₹500–2,000).
Document Verification
Upload or submit documents for verification. State DME document verification is usually online (portal upload) followed by physical verification at the reporting stage. Key documents: NEET score card, domicile certificate, category certificate (if applicable), Class 10 and 12 certificates, and passport-size photographs. Discrepancies between documents and forms lead to disqualification.
Merit List Publication
The state DME publishes provisional merit lists based on NEET score and category. Check the merit list on the portal. If your rank is incorrect, raise an objection within the specified window (usually 24–48 hours) by submitting a written representation.
Choice Filling and Allotment
Fill college and course choices online in order of preference. State quota counselling usually has fewer rounds than AIQ — typically 2 rounds plus a mop-up round. After choice-filling closes, the allotment is published. If satisfied, confirm your seat online and proceed to document verification and reporting.
Reporting and Fee Payment
Report to the allotted college with original documents within the reporting window. Pay the first-year fee as instructed by the college. Original documents are verified and retained by the college. After joining, inform the DME portal about your admission status.
NE India perspective
State quota is the most significant counselling advantage for NE students. By competing only against other domicile candidates for 85% of government college seats, NE students have substantially better access to government MBBS, BDS and BAMS seats than through the national AIQ pool. GMCH Guwahati, RIMS Imphal, NEIGRIHMS Shillong, Silchar Medical College and other NE government colleges are accessible through state quota at NEET scores that would not be competitive in AIQ for the same colleges.
