NE State Quota Counselling 2026: How Each State Fills Its 85% Seats
State quota counselling in NE India is run by each state's DME and follows its own schedule, document list and eligibility rules. Here is what to expect in each state for 2026 admissions.

How State Quota Counselling Works
Unlike MCC (which is centralised), NE state DMEs each run their own online or semi-online counselling process. Registration typically opens a few weeks after MCC Round 1 results, though the exact gap varies by state and year. You must register separately on each state DME portal — there is no common registration across states. You can simultaneously register for your home state DME and MCC AIQ to maximise chances.
2026 dates are running late
NEET-UG 2026 was disrupted by a paper-leak controversy that forced NTA to cancel the original May exam and hold a re-exam on 21 June 2026, with results expected only around 20 July 2026. Since state DME counselling follows MCC's schedule, expect state quota registration in NE states to open later than in a normal year — likely August 2026 onward. Check your state DME portal directly rather than relying on a fixed month.
Assam: DME Assam
DME Assam conducts online centralised counselling for state quota MBBS, BDS and BAMS seats across six government medical colleges and one dental college. Registration typically follows a few weeks after MCC Round 1 — for 2026, given the NEET-UG re-exam delay, expect this to be later than the usual late-July window. Assam domicile holders must produce a permanent resident certificate or an ST/SC certificate issued by a competent Assam authority. Assam has a comprehensive OBC-A and OBC-B reservation structure in addition to SC/ST quotas.
Manipur: DME Manipur
DME Manipur fills the 85 state-quota MBBS seats at JNIMS. RIMS Imphal's 100 MBBS seats are entirely AIQ and do not fall under DME Manipur. Manipur state quota is restricted to ILP or scheduled tribe residents of the state, making the competing pool very small. Cut-offs for state-quota JNIMS seats are typically within reach of scores above 400 in NEET-UG 2026.
Tripura: DMET Tripura
DMET Tripura fills 85 state-quota MBBS seats at AGMC Agartala. Tripura has a strong tribal reservation structure (approximately 50% of state quota for ST candidates). Non-ST domicile candidates compete for the remaining seats. Tripura DME counselling is typically completed in a single round, faster than larger states.
Arunachal Pradesh and Mizoram
Both states have a single government medical college — TRIHMS Naharlagun (AP) and ZMC Aizawl (Mizoram) — each with 50 MBBS seats and 42 state-quota seats. In both states, virtually all state-quota seats are reserved for Scheduled Tribe candidates indigenous to the state. Non-indigenous domicile holders have extremely limited access to state quota seats in these two states.
States Without State Quota Seats
Nagaland and Sikkim do not have a state government medical college, so there are no DME counselling seats. NEIGRIHMS in Shillong is a central institution — admissions are via INI-CET, not MCC or state DME counselling. Students from these states must rely entirely on AIQ, INI-CET, management quota or admission in a neighbouring state.
Documents to prepare now (June 2026)
Domicile or permanent resident certificate, Class 10 and 12 marksheets and certificates, NEET-UG 2026 scorecard, caste or tribe certificate if applicable, character certificate, medical fitness certificate, gap certificate if applicable, and recent passport photographs. Get originals attested early — most DMEs require self-attested copies at online stage but originals at college reporting.
