MBBS Admission in Manipur 2026: RIMS, JNIMS, AIQ and State Quota Explained
Manipur has two government medical colleges — RIMS Imphal (100% AIQ) and JNIMS (15 AIQ + 85 state quota). This guide explains who qualifies for state quota, what scores are needed, and what Manipur students can do if they miss government cutoffs.

RIMS Imphal is unusual — it is a state government college but all 100 MBBS seats are under the All India Quota. This means students from any state in India compete for RIMS seats through MCC. For Manipur domicile holders, the benefit is that the state quota option exists only at JNIMS, making the domicile advantage more concentrated.

State Quota Eligibility in Manipur
Manipur state quota at JNIMS is restricted to bonafide Manipur residents who hold either (a) an Inner Line Permit (ILP), or (b) a Scheduled Tribe certificate for communities indigenous to Manipur, or (c) a Permanent Resident Certificate of Manipur. The competing pool for state quota seats is therefore very small — mostly hill district ST candidates and valley Meitei candidates — making state quota cutoffs significantly more relaxed than AIQ. For ST candidates with Manipur tribal certification, the cutoff rank for JNIMS state quota can extend beyond 4,00,000.
Options Beyond RIMS and JNIMS
If your rank does not land you in RIMS or JNIMS through AIQ or state quota, Manipur students have the same open-state management quota options as students from other NE states. Karnataka, Telangana, Uttar Pradesh, Maharashtra and Rajasthan all allow management quota admissions without domicile restriction.
NEET score 450+: AIQ at RIMS or JNIMS may be within range for general category. Also consider AIQ seats at Assam, Tripura government colleges.
NEET score 400–450: JNIMS state quota (if you hold Manipur domicile) may be accessible. Also consider management quota in UP or Telangana.
NEET score 350–400: JNIMS state quota for ST category may still be possible. Management quota in Rajasthan and UP is typically accessible at this score range with FRC-regulated fees.
RIMS Imphal — a strong choice from anywhere
Because RIMS Imphal is 100% AIQ, it competes nationally. But it is geographically in Manipur, making it extremely attractive for NE students — similar timezone, culture, and proximity to home. Students who land RIMS seats via AIQ from anywhere in India often find the experience highly rewarding.
Management Quota Without Domicile Restriction
Management quota seats in Karnataka, Telangana, UP, Maharashtra and other states do not require Manipur domicile. A Manipur student with a NEET score of 430 and a budget for private MBBS fees can register for these states' management quota round. Seats are allotted through the respective state counselling authority (or MCC for Deemed Universities), not by applying directly to a college — all fees must be FRC-regulated. Register on the official counselling portal and verify the fee against the current FRC order. Do not pay above the regulated fee under any circumstances.
2026 Counselling Action Plan for Manipur Students
Note on 2026 timing
NTA cancelled the original May 2026 NEET-UG exam after a paper-leak controversy and held a re-exam on 21 June 2026, with results expected only around 20 July 2026. MCC counselling — usually starting in early July — is now expected to be pushed to around August 2026. Confirm actual dates at mcc.nic.in.
Register for MCC AIQ counselling as soon as Round 1 opens (delayed to around August 2026) — include RIMS, JNIMS and Assam government colleges in your choice list.
If you hold valid Manipur domicile, register separately for DME Manipur state quota counselling when it opens (expected to follow a few weeks after MCC Round 1).
Prepare domicile and ILP/ST documents early — DME Manipur has strict document requirements.
In parallel, research management quota options in Karnataka and Telangana — shortlist colleges, verify NMC approval, and check FRC fee lists.
Do not put all hope on a single route — government, management quota and deemed all run on overlapping timelines in August–October 2026.
