Domicile requirements for Arunachal Pradesh state quota

Arunachal Pradesh state quota at TRIHMS requires proof of domicile in Arunachal Pradesh. Key documents: birth certificate showing Arunachal Pradesh birth; Class 10/12 certificates from AP schools; permanent residence proof (parents' employment in AP state government, or long-term residential proof); Inner Line Permit (ILP) status documentation where applicable; tribal/caste certificate from competent authority (for SC/ST categories).

Arunachal Pradesh has a mandatory Inner Line Permit (ILP) requirement for non-indigenous residents. The state's domicile rules for medical admissions align with this framework. Students from Assam or other states who have migrated to AP should verify their specific eligibility for AP state quota based on the current DME criteria.

Overview

Arunachal Pradesh has one government medical college — Tomo Riba Institute of Health & Medical Sciences (TRIHMS) in Naharlagun, adjacent to the state capital Itanagar. Established in 2013, TRIHMS offers 50 MBBS seats: 42 in the Arunachal Pradesh state quota (state DME counselling) and 8 in AIQ.

TRIHMS is a relatively new institution that is still developing its facilities, faculty and academic programs. PG programs are not yet fully established. Despite this, TRIHMS represents a significant milestone for Arunachal Pradesh — prior to TRIHMS, Arunachal Pradesh students had no state medical college and no state quota advantage at all.

The Arunachal Pradesh state quota is among the most accessible in NE India — with only ~42 state quota seats and a small eligible student population, NEET score thresholds for state quota MBBS are among the lowest in the NE region.

NE perspective

Arunachal Pradesh students have the most accessible state quota MBBS opportunity in NE India. With 42 state quota seats and the smallest eligible state student pool in the NE, AP domicile students can access government MBBS at TRIHMS at NEET scores that would not secure a government seat in Assam or Manipur. This is the key strategic advantage for AP students.

AP's tribal ST communities also benefit from ST reservation in AIQ — giving AP students access to government MBBS at colleges across India at lower cutoffs, in addition to the AP state quota advantage.
