Domicile requirements for Manipur state quota

Manipur state quota eligibility at JNIMS and Churachandpur Medical College (and for RIMS's Manipur-reserved seats) requires proof of permanent residence in Manipur. Key documents: birth certificate showing Manipur birth; Class 10/12 certificates from a Manipur-based school; parents' employment in Manipur state government or residential proof of permanent residence; Inner Line Permit (ILP) holders' status.

Manipur has a specific Inner Line Permit (ILP) system for non-indigenous residents. Students from Manipur's hill districts (tribal areas) and valley areas have different domicile documentation requirements in some cases. Verify the specific requirements in the annual Manipur DME information brochure.

Overview

Manipur has three government medical colleges: RIMS (Regional Institute of Medical Sciences), Imphal — a central government institution; JNIMS (Jawaharlal Nehru Institute of Medical Sciences), Imphal — a state government institution; and Churachandpur Medical College, serving the hill districts of southern Manipur.

RIMS is unusual: rather than a simple AIQ/state-quota split, its 125 MBBS seats are shared across the whole NE region — roughly 19 AIQ (MCC), 30 reserved for Manipur, and smaller reserved shares for Tripura, Meghalaya, Nagaland, Mizoram, Arunachal Pradesh and Sikkim, plus EWS and a general NE-open category. Only RIMS's own Manipur-reserved share (about 30 seats) counts toward Manipur's home-state quota — the rest is either open nationally (AIQ) or reserved for other NE states' domicile students. JNIMS and Churachandpur Medical College each have a more conventional split: 100 MBBS seats, with 85 in the Manipur state quota (Manipur DME counselling) and 15 in AIQ.

Combined, roughly 325 government MBBS seats exist across Manipur's three colleges, with about 200 reserved specifically for Manipur domicile students (85 at JNIMS + 85 at Churachandpur + roughly 30 at RIMS). This is one of the stronger positions among NE states, and Churachandpur specifically gives students from Manipur's hill districts a nearer government-college option. Always verify RIMS's exact current-year seat matrix on the official RIMS website, since its multi-state quota structure is unusual and can be revised.

NE perspective

Manipur students have layered advantages: RIMS's Manipur-reserved seats and its AIQ share give access to a premier NE-region institution, JNIMS and Churachandpur Medical College state quota together give Manipur domicile students access to roughly 170 further government MBBS seats competing only among themselves — with Churachandpur specifically improving access for students from the hill districts (Churachandpur, Kangpokpi and adjacent areas).

RIMS is also a distinctive opportunity for students from OTHER NE states: its seat matrix reserves specific shares for Tripura, Meghalaya, Nagaland, Mizoram, Arunachal Pradesh and Sikkim domicile students, not just Manipur — worth checking regardless of which NE state you're from. For students from Nagaland near the Manipur border (Senapati/Mao area), RIMS and JNIMS are also geographically accessible through AIQ or Management Quota pathways.
