Domicile requirements for Assam state quota

Assam state quota eligibility requires proof of permanent residency in Assam. Key documents: Permanent Resident Certificate (PRC) issued by the Revenue Circle Officer or Deputy Commissioner of the student's home district; Class 10/12 certificates from an Assam-based school; parents' employment proof in Assam (if applicable); Aadhaar or voter ID with Assam address.

The PRC application is made at the Revenue Circle Office. Processing takes approximately 3–4 weeks. Students should initiate the PRC application as soon as NEET UG results are announced — do not wait for counselling schedule publication.

Assam has specific domicile rules for students from border districts or students who attended school outside Assam. Always verify the current year's domicile eligibility norms in the DME Assam information brochure.

Overview

Assam has the most developed medical education infrastructure in North-East India. With 14 government MBBS colleges totalling roughly 1,700 MBBS seats (about 1,421 state quota), three government BDS colleges, and multiple government Ayurvedic colleges, Assam offers the widest range of government-seat medical programs in the NE region. Assam's college count and seat matrix have grown quickly in recent years (13 colleges/1,600 seats as of the 2025 session, with Pragjyotishpur Medical College, Guwahati adding a 14th college and 100 more seats from AY 2025-26) — always verify the current-year DME Assam seat matrix rather than relying on a fixed number, since further colleges may be added.

GMCH Guwahati (200 seats) and AMC Dibrugarh (200 seats) are the flagship institutions. SMCH Silchar (125), JMCH Jorhat (125), FAAMC Barpeta (125) and Tezpur Medical College (125) provide further access. Seven 100-seat colleges — Diphu, Lakhimpur, Dhubri, Nalbari, Nagaon, Kokrajhar and Tinsukia — plus the newer Pragjyotishpur Medical College in Guwahati (also 100 seats) have expanded government MBBS supply significantly across Assam.

State quota counselling is conducted by the Directorate of Medical Education, Assam (DME Assam). The Assam state quota covers 85% of seats in each government medical college — allotted exclusively among Assam domicile students.

NE perspective

Assam's medical education advantage within NE India is unmatched — roughly 1,700 government MBBS seats across 14 colleges (following Pragjyotishpur Medical College's addition), with about 1,421 seats in the state quota pool. The competitive landscape for Assam state quota is the most developed of any NE state, but it is still significantly less competitive than national AIQ.

For students from other NE states, Assam government colleges are accessible through AIQ (roughly 255-280 seats across all 14 colleges, at 15% each — verify the exact current-year figure). GMCH Guwahati and AMC Dibrugarh are priority targets for all NE students in AIQ choice-filling. Assam also has the most active private BAMS sector in NE India. Regional Dental College Guwahati uniquely offers 18 NE Quota BDS seats specifically for students from other NE states.
